After his publicized bong incident, Phelps was recently involved in a two-car collision accident in Baltimore but police ruled out that other driver is at fault after running a red light.
But even though he wasn’t at fault, Phelps is driving on a suspended license and admitted that he had a beer about an hour before the crash.
